How do I make a guild?

So? How do I do it?

You can't make a guild with a lvl150 char, make a lvl40 char go to SM with 2 people in the party excluding yourself and talk to bank NPC.

Well, I had 2 people (level 49, 49 and 36 where the people in ma party) in ma party excluding ma self with the money and I wasn't in guilds before nor did I leave any but it kept on saying That either I have either left a guild in that last 48 hours or the guild has dissolved and something else. =/
