How do I Start a Guild On This Server ?!?!?!

I'm have trouble starting a guild ive been to flaris and saintmorning but there is no quest for starting a guild where is it ???

You Need:
• 3 party members (Including you)
• You need to have the party leader.
• The party members must NOT have guild


Instruction :
1. When you have all the NEEDS, go to Saint Morning.
2. Go the the Mailbox or Bank in Saint Morning.
3. Click the NPC name, [Public Office] Juria. (There should be an exclamation point above her head)
4. When you've done the quest and it says "**** has formed a guild", press letter G and Click "Name"
5. Then choose a name for your guild
